Concepts or ideas, these seem to be the main problem that we have with our students. What should they start with? Or once they have their idea, what are some of the sub-topics that go with it? When teaching linear writing, this would be the concept map at the beginning rather than half way through. Remember that students for the most part now a days do not learn linearly, instead they learn through the nonlinear approach of looking at visuals, links, videos, basically anything that is interactive first before reading. Therefore to get them to start thinking of their own ideas once the research is read, have them create a concept map using BigMind. It is very interactive and will allow the students to see the pathway that they want to take, while giving them a place to start writing.
If you would like to be able to give your students even more ways to visually see their thought process in multiple ways and then turn them into outlines for a paper, you should visit Inspiration. There is a free trial for teachers, and it would be a great process to get used to in order to teach it to your students.

The use of games can not only engage the students, but allow them to retain the knowledge to be able to apply it later when asked to write or answer questions. Jeopardy and Who Wants to Be a Millionaire are two games that classrooms can do in order to review or introduce a new topic that the students have only had a surface introduction.
